Frontier Markets Senior Team


Scott Foushee
Managing Director, Head of Frontier Markets Private Equity
AIG Investments, New York

Mr. Foushee joined AIG Investments in 1996 and leads the private equity business in frontier markets including Turkey, the Middle East, Africa, and Russia/FSU. Additionally, he serves as an Investment Committee member of the AIG Global Emerging Markets Fund II, the AIG New Europe Fund II, and the AIG Brazil Special Situations Fund II, and AIG PineStar Capital II. Prior to AIG Investments, he served as a Director with the Barents Group, an emerging market corporate finance advisory group, where he led corporate finance, privatization, and restructuring assignments throughout Eastern Europe and the FSU. His background includes three years as a member of the start-up team of Bain Capital. Mr. Foushee also has substantial operating experience in the manufacturing sector. He is a graduate of Dartmouth College and the Harvard Business School.


Serkan Elden
Managing Director, Turkey/Middle East
AIG Investments, Istanbul

Mr. Elden rejoined AIG Investments in 2007, responsible for private equity in Turkey and the Middle East.  Prior to this, Mr. Elden was CEO of Fintur Holdings (a JV between TeliaSonera and Turkcell), leading a multi-country mobile telecom operation in Eurasia with $1.2 billion in revenues. Previously, he founded and was Executive Chairman of an Istanbul-based investment advisory boutique that became a member of International M&A Partners. Mr. Elden joined AIG in 1998, managing private equity investments of the AIG Silk Road Fund and AIG Blue Voyage Fund out of the Almaty, Baku, and Istanbul offices from 1998 to 2004. In the mid-90s, Mr. Elden held a senior investment management position at the Central Asian-American Enterprise Fund. Elden holds an MBA from the University of North Carolina and a Bachelor of Science degree in Electrical Engineering from the University of Hacettepe.  


Charlotte Philipps
Managing Director, Russia/FSU
AIG Investments, Moscow
Ms. Philipps joined AIG Investments in 2006 with a long career of successful investing in Russia and the FSU and is responsible for private equity activities in these regions. For over 12 years Ms. Philipps worked at the European Bank of Reconstruction and Development (EBRD) in London where she was responsible for complex debt and equity investments in large scale oil & gas and industrial projects such as the Baku-Tbilisi-Ceyhan pipeline, the syndicated loan facilities for ArcelorMittal’s first CIS acquisition Ispat-Karmet in Kazakhstan. She has also led M&A, project finance, and merchant banking activities of a mid-sized, Moscow based investment bank. Ms. Philipps, a German national, holds a law degree from the University of Munich, she practiced law in Munich and worked for Treuhandanstalt, the German Privatisation agency prior to her move to the EBRD.


Andre Steyn
Managing Director, Africa
AIG Investments, Johannesburg

Mr. Steyn joined AIG Investments in 2000 and leads its private equity activities in Africa. In this capacity, he led the regional team that served as Investment Advisor to the AIG Africa Infrastructure Fund, subsequently leading direct investments throughout the region made by other AIG vehicles. Previously, Mr. Steyn was responsible for infrastructure project finance transactions at FBC Fidelity Investment Bank in Johannesburg where he participated in toll road, water and the first private prison transaction in SA. From 1984 to 1998, Mr. Steyn was with the Development Bank of Southern Africa (“DBSA”), where he was responsible for a number of innovative transactions. Mr. Steyn also played a prominent role in establishing the concept of Public Private Partnerships in South Africa. Mr. Steyn has Masters and Bachelors (Honors) degrees in Engineering from the University of Pretoria.

Africa Team

Tony Couloubis
Vice President
AIG Investments, Johannesburg

Mr. Couloubis joined AIG Investments in 2003 as part of the team at AIG African Infrastructure Fund and at subsequent AIG-sponsored funds in the region. Previously, Mr. Couloubis was with Global Finance, a leading private equity firm in South Eastern Europe. Prior to that, Mr. Couloubis was with Citibank Private Equity and Citibank Corporate and Investment Banking in South Africa. Previously, he held managerial positions with Deloitte & Touche. Mr. Couloubis obtained Commercial Honours in Accounting from the University of South Africa and a Bachelor of Commerce Degree in Accounting from the University of Pretoria, South Africa. Mr. Couloubis is a South African Chartered Accountant.


Tarek Mounib
Vice President
AIG Investments, Cairo

Mr. Mounib joined AIG Investments in 2008 as part of the private equity team covering Africa and the Middle East. Previously, Mr. Mounib was an Investment Officer in the Global Infrastructure Group at the International Finance Corporation (IFC), where he executed several transactions in the Middle East, Africa and Latin America. Prior to IFC, Mr. Mounib worked with Egypt’s Commercial International Bank in its Financial Institutions Group, where he participated in a number of syndicated loan transactions with banks in the Middle East and Turkey. Mr. Mounib is a CFA charter holder and holds an MBA from the Yale School Management.


Asel Delgado
Vice President
AIG Investments, New York

Ms. Delgado joined AIG Investments in 2002 and provides active support to the Africa team. She has been involved in investments spanning several sectors in Latin America, Asia and the former Soviet Union. Prior to joining AIG Investments, Ms. Delgado worked in the telecom and technology investment banking group with Lehman Brothers, New York. Prior to attending business school, Ms. Delgado was part of the original team at AIG Silk Road Fund, the first non-government sponsored private equity fund in Central Asia. Ms. Delgado holds an MBA from Stern School of Business, New York University. She is fluent in Russian. 


Turkey/Middle East Team

Ipek Ozilhan
Vice President
AIG Investments, Istanbul

Having previously worked at AIG Investments, Ms. Ozilhan has rejoined the private equity team in Istanbul in 2008. While at AIG Investments, she helped to manage the investment in AFM Cinemas, and was involved in its IPO. Mostly recently, she was with Efes Beer Group in 2005 as a Strategy and Business Development Manager, focusing on Eurasian M&A transactions. Ms. Ozilhan’s past experience also includes roles as an economist at Global Securities in Istanbul and as an investment banker at Merrill Lynch in London. She has an MBA from Stern Business School at New York University and an undergraduate degree from Oglethorpe University in Atlanta.


Onur Ozyurt

Vice President
AIG Investments, Istanbul

Mr. Ozyurt joined AIG Investments in 2007. He has been a member of the board of directors of AFM Cinemas and co-led the exit together with other shareholders. Prior to joining AIG Investments, he worked for a number of premier Turkish corporate finance boutiques and investments banks where he developed expertise in M&A transactions and debt financings. Previously, at Deva Pharmaceuticals, he worked as the Strategic Planning Manager and coordinated the sale of the majority stake to a private equity investor. Mr. Ozyurt is a graduate of Bogazici University’s Management Department, and also holds an MA degree in Finance from the same university.


Patrick McGinnis
Vice President
AIG Investments, New York

Patrick McGinnis joined AIG Investments in 2005 and is a member of the investment team, providing active support to the Turkey and Middle East team. He has been involved in investments spanning industrial, consumer, and business services sectors. He currently sits on the boards of For You, a Turkish retailer; and The Resource Group, a global BPO provider. Prior to joining AIG Investments, he was an investment professional at JPMorgan Partners (and its predecessor Chase Capital Partners) where he did private equity investments in Latin America.  Patrick is a graduate of Georgetown University and holds an MBA from Harvard Business School.  He is fluent in Spanish and Portuguese. 

 

Russia/FSU Team

Maxim Popov
Associate Director
AIG Investments, Moscow

Maxim Popov joined AIG Investments in 2007. Prior to joining AIG Investments, Mr. Popov spent two years at Deloitte & Touch CIS Corporate Finance Advisory team, and, subsequently, two years in Mobile TeleSystems (MTS) as Director for Acquisitions. Mr. Popov started his career in finance at the Federal Securities Commission of the Russian Federation where he was responsible for consulting the issuers on IPOs on the Russian market. Mr. Popov holds a degree with honor in financial management from the Finance Academy of the Russian Government. He is a U.S. Certified Public Accountant (CPA) and a CFA Level III candidate.


Marc Kasher
Senior Vice President
AIG Investments, New York

Mr. Kasher joined AIG Investments in 1997 and provides active support to the Russia/FSU team, where he has been responsible for regional private equity investments in the oil exploration and production, information technologies, media and tele­communications industries. He has also led sectoral development efforts in emerging markets including a recent investment in the carbon sector. Prior to joining AIG Investments, Mr. Kasher worked as a consultant for the United States Agency for International Development (USAID) projects in Ukraine, Uzbekistan and Kyrgyzstan. Mr. Kasher received his BA in Soviet studies from the Tufts University, and an MBA from the Georgetown School of Business.


Boris Evseev
Vice President
AIG Investments, New York

Mr. Evseev initially joined the AIG Investments emerging market private equity investment team in 1999, working throughout Russia and the Former Soviet Union where he has implemented a number of private equity investments in the oil and gas and telecommunications industries in the former Soviet Union. Prior to joining AIG Investments, he worked at Bank of America and Nations Bank in international corporate finance. Mr. Evseev holds a Master of International Business degree from the University of South Carolina and a degree in economics from the Moscow State University. He is also a CFA charterholder.
